Gaza militant killed as rockets hit Israel

slideshow JERUSALEM (AP) ? Israeli airstrikes killed one Gaza militant and injured 17 people in the coastal strip Saturday while a rocket from the Palestinian territory wounded one Israeli. The country's military chief of staff summoned senior officers to discuss the latest flare-up in violence.

A military spokesman said Lt. Gen. Benny Gantz convened "an urgent meeting" to discuss ways of dealing with the Palestinian attacks. Gaza militants fired over 20 rockets and mortar shells on Saturday alone, bringing the week's rocket tally to about 150.

The military spokesman, who spoke on condition of anonymity in line with regulations, gave no other details about the meeting.

The latest flare-up is the most serious in months. Over a million people in southern Israel live in range of the rockets and the Israeli military has advised the residents to make sure they can get to a bomb shelter quickly.

Early Saturday morning, an Israeli airstrike killed a Palestinian militant as he rode his motorcycle in Gaza. In two other airstrikes 17 Palestinians, militants and civilians, were wounded and several buildings used by the Islamic militant Hamas group, which rules the coastal territory, were damaged.

The Israeli military said it hit "terror sites" and that it holds Hamas accountable for any attacks originating from the Gaza Strip.

Also, an Israeli was seriously wounded Saturday when a Gaza rocket smashed through a factory roof. Rockets from Gaza also hit a school in the Israeli border town of Sderot. The school was closed for the weekend so no one was hurt but the building was damaged. Several other Israelis were injured in Palestinian rocket attacks this past week.

The spike in violence began on Monday when two gunmen infiltrated into Israel along its border with Egypt's Sinai peninsula and killed an Israeli Arab construction worker who was part of a crew building a border security fence meant to avert such attacks. Later, a little known al-Qaida-inspired group, the Mujahedeen Shura Council of Jerusalem, claimed responsibility for the attack and identified the gunmen as an Egyptian and a Saudi.

Since then, Gaza gunmen have fired barrages of rockets and mortar rounds at Israel, wounding several Israelis and damaging apartment buildings. Israel responded with airstrikes on militant targets that gave killed at least 9 Palestinians and wounded more than 20 so far.

Meanwhile, Gaza health official Ashraf Al Kedra said a boy was killed in a playground during an airstrike Saturday morning in Khan Younis. The Israeli military said they didn't attack that area.

Military spokeswoman Lt. Col. Avital Leibovich later called the allegation a "false rumor" and said that according to intelligence information, the boy was killed by "ordinance belonging to one of the terror groups." Palestinian rockets often misfire and explode inside Gaza.

The latest escalation has drawn in militants from Hamas, which rules the territory but has largely refrained from attacking Israel since a war more than three years ago. Other Palestinian groups persisted with rocket assaults and other attacks on Israel during that time.

We regularly slice and dice the S&P 500 to determine what general categories of stocks are doing well. ?Periodically, we do what we call a strategy check. ?Simply put a strategy check is an analysis of the three or four investment criteria that we believe are at the core of our Rising Dividend investment strategy. ?The following is a brief discussion of the criteria we follow most closely and how companies with those characteristics have fared over the past twelve months.

Quality: ?As we have detailed many times in these blogs, our investment selection process begins with the quality door. ?Except on rare occasions, we invest only in companies whose bonds achieve at least an investment grade rating by one of the major rating agencies. ?The reason for this is obvious: ?sooner or later, tough times come, and when they do winnings stocks are almost always found among companies with good credit histories and ratings.

The last twelve months have been a roller coaster ride for stocks of monumental proportions. ?In this kind of environment, it is not surprising that the higher quality stocks have performed well versus lower rated stocks. ?It is a bit surprising that the total returns by bond rating are so symmetrical. ?As we have noted before, the stocks in our Cornerstone investment strategy have an average bond rating of A+. ?


Dividend Yield: ?After a stock makes it through the quality door, the first thing we look at is its dividend yield. ?Dividends are cash money.? Dividend payments place a premium on a management team that focuses on the proper balance between the cash flows necessary to pay the dividends and the capital expenditures necessary to keep the cash flows growing.? In short, dividends require a disciplined management team.? We think this means that most companies who pay a regular dividend are less likely to be taking wild-eyed fliers with our money.?

It is not surprising that the median returns of high yielding stocks are showing good results. ??Bond yields are historically low, and people have been moving to higher yielding stocks in a steady stream. ?What is surprising to us, again, is that the results are nearly symmetrical. ?We believe this might be a cautionary signal. ?Many high yielding stocks we see on the list of top performers have very little dividend growth and are presently borrowing money to pay the dividend. ?That is not a good sign and could signal some dividend disappointments in the year ahead. ?That is the reason we focus so intently on dividend growth. It is the best way we know that a company can offer tangible signals about it future prospects. Talk is cheap, but dividend hikes mean a company's money is where its mouth is.

Dividend Growth:? We learned a long time ago that dividend yield alone is not enough; dividend growth also plays an important role in the long-term performance of a stock. ?The following tables show the median total return over the past 12 months of stocks in the S&P 500 sorted by dividend growth quintiles.?

The table shows that investors have not rewarded the top dividend growth companies that are located in quintiles 1 and 2. ?Investors have been buyers of the lower dividend growers in quintile 3. ?A closer look at that group is very revealing. ?The average dividend yield for the stocks in quintile 3 is 3.4% and the average annual dividend growth is 5.9%. ?This compares to the S&P 500 where the dividend yield is approximately 2%, with dividend growth last year of near 10%. ?

It is important to note, that while quintile 3?s slower dividend growth was the top performer, quintiles 1 and 2 also outperformed the S&P 500 total return of 3.7%. ?That is also the the case in our Cornerstone investment strategy. ?The 30 stocks in that portfolio have a current yield of 3.5% and dividends grew last year at just under near 10%. ???????

Our bottom line summation of what this strategy check is telling us is that, indeed,?in this low interest-rate, slow growth environment our concept of ?bond-like? stocks is still a winning strategy.? The markets are rewarding higher quality over lower quality. ?Investors are buying dividend yields that are higher than bond yields and are favoring current yield over dividend growth, although companies with high dividend growth are outperforming the average stock. ?We have spoken about these bond-like stocks in several previous blogs. ?Please access these links,1. Greeks vote in critical election

ATHENS, Greece (AP) ? Greece voted Sunday amid global fears that victory by parties that have vowed to cancel the country's international bailout agreements and accompanying austerity measures could undermine the European Union's joint currency and pitch the world's major economies into another sharp downturn.

For Greeks, it is the second national election in six weeks and arguably the most critical in decades, reflecting political turmoil sparked by a two-year financial crisis that some fear could force the country to abandon the euro and return to its old currency, the drachma. That in turn would likely drag down other financially troubled countries and threaten the euro itself.

The last opinion polls published before a two-week pre-election ban showed the radical left Syriza party of Alexis Tsipras running neck-and-neck with the conservative New Democracy party of Antonis Samaras. But no party is likely to win enough votes to form a government on its own, meaning a coalition will have to be formed to avoid yet another election.

The results of exit surveys were expected at the close of polling stations at 7 p.m. (1600 GMT) Sunday, and the first official projections were expected at around 9:30 p.m. (1830 GMT). Strong winds in the Greek archipelago forced the cancellation of some ferry routes, raising doubts about whether some voters would be able to get to islands with polling stations in time.

Inconclusive elections on May 6 resulted in no party winning enough votes to form a government, and coalition talks collapsed after 10 days. The vote, which also sent the formerly governing socialist PASOK party plunging to historic lows, sent a very clear message that Greeks have lost patience with the deep austerity imposed in return for the country receiving billions of euros (dollars) in rescue loans from other eurozone countries and the International Monetary Fund.

"I'd like to see something change for the country in general, including regarding the bailout," said Vassilis Stergiou, an early-morning voter at an Athens polling station. "But at least for us to get organized and at the very least do something."

Tsipras, a 37-year-old former student activist, has vowed to rip up Greece's bailout agreements and repeal the austerity measures, which have included deep spending cuts on everything from health care to education and infrastructure, as well as tax hikes and reductions of salaries and pensions.

But his pledges, which include canceling planned privatizations, nationalizing banks and rolling back cuts to minimum wages and pensions, have horrified European leaders, as well as many Greeks. Tsipras' opponents argue that the inexperienced young politician is out of touch with reality, and that his policies will force the country out of the euro and lead to poverty for years to come.

Virtually unknown outside of Greece four months ago, Tsipras' pledges and his party's strong showing in the May 6 elections, where he came a surprise second place and quadrupled his support since the 2009 election, has put him in the international spotlight.

Scores of journalists and television news crews from across the world jostled for space to cover Tsipras casting his ballot in an Athens polling center.

"We have beaten fear. Today we open a road to hope," he said after voting, adding that he was confident of victory.

"Today we open a road to a better tomorrow, with our people united, dignified and proud. In a Greece of social justice and prosperity, an equal member of a Europe that is changing. A Europe of the peoples and of solidarity."

The young left-wing leader has accused his rivals of attempting to terrorize the population by casting him as the man who will ruin the country, and insists he will keep Greece within the euro ? something that repeated opinion polls have shown about 80 percent of Greeks want.

Greece has been dependent on the rescue loans since May 2010, after sky-high borrowing rates left it locked out of the international markets following years of profligate spending and falsifying financial data.

The spending cuts made in return have left the country mired in a fifth year of recession, with unemployment spiraling to above 22 percent and tens of thousands of businesses shutting down.

For his part, Samaras has cast Sunday's choice as one between the euro and returning to the country's old currency, the drachma. Although he voted against Greece's first bailout in 2010, when his party was in opposition, he backed the second bailout agreed on late last year. He has vowed to renegotiate some of the terms of the accompanying austerity, but insists the top priority is for the country to remain in Europe's joint currency.

"The main thing we will decide on is the dilemma, euro or drachma," he said during his final pre-election rally in central Athens on Friday.

European leaders have cautioned that Greece could be left outside the 17-nation eurozone if it pulls out of its bailout commitments.

Newly elected French President Francois Hollande warned in a Greek television interview earlier this week that "if the impression is given that the Greeks want to move away from the commitments that were taken and abandon all prospects of revival, then there will be countries in the Eurozone that will want to end the presence of Greece in the eurozone."

Nearly 10 million people are eligible to vote in the country of about 11 million people. Polls close at 7pm (1600 GMT), with official results expected a few hours later.

"Today the Greek people speak. Tomorrow a new era for Greece begins," Samaras said after casting his ballot in a small town in southern Greece, the first of the main politicians to do so.

As Greeks went to the polls, more than 250 firefighters and soldiers battled a fire raging south of the Greek capital since Saturday afternoon. Local authorities said several houses were burned. Gale-force winds were hampering the efforts to extinguish the blaze, and Greece asked for help in water-dropping planes from Italy, France and Croatia.

Three firefighters suffered burns on Saturday, while four people were arrested for allegedly starting the fire by accident during welding work at a construction site.

New cerebellar ataxia gene identified in dogs

Researchers at the University of Helsinki and the Folkh?lsan Research Center, Finland, have identified the genetic cause of early-onset progressive cerebellar degeneration the Finnish Hound dog breed. The study, led by Professor Hannes Lohi, revealed a new disease mechanism in cerebellar degeneration. A mutation was identified in the SEL1L gene, which has no previous link to inherited cerebellar ataxias.

This gene find is the first in canine early-onset cerebellar degeneration, and has enabled the development of a genetic test to help eradicate the disease from the breed. At the same time, SEL1L represents a novel candidate gene in human early-onset degenerative ataxias.

The research was published in the scientific journal PLoS Genetics on June 14, 2012.

Inherited ataxias affect both humans and animals. In humans, the hereditary ataxias are a heterogeneous disease group, characterized by cerebellar degeneration and dysfunction. The cerebellum is a part of the brain that is involved in coordination of movement. Degeneration of the cerebellar structures causes ataxia, which is a neurological sign of defective motor coordination that can affect gait, balance, speech and gaze. Approximately 20 known disease-causing genes have been identified in both autosomal recessive and dominant ataxias in humans but the genetic background of canine cerebellar ataxias has remained largely unknown.

The clinical signs of Finnish Hound cerebellar ataxia are present by the age of two months. The affected puppies have difficulty in controlling their leg movements and keeping their balance. The disease progresses rapidly, and in the end eating becomes impossible because of uncontrolled head movements. There is no cure for the disease and affected puppies have to be euthanized.

The research conducted by Professor Lohi and co-workers revealed marked neuronal loss in the cerebellar cortex of affected Finnish Hound puppies. By comparing the genomes of affected and healthy dogs, the cause of the disease was pinpointed to a single nucleotide change in the SEL1L gene. The nucleotide alteration causes an amino acid change in the encoded SEL1L protein.

"The identified ataxia gene is the first early-onset degenerative cerebellar ataxia gene that has been identified in dogs", says professor Hannes Lohi. In addition to Finnish Hounds, cerebellar degeneration has been identified in several other dog breeds.

"The SEL1L gene has not been previously connected to cerebellar ataxias in any species and it represents a novel candidate gene for human early-onset ataxias", Lohi continues. "In fact, we have already screened a small cohort of human patients for possible disease-causing SEL1L mutations".

The gene identification in Finnish Hound dogs reveals a new disease mechanism, which will hopefully shed more light in to the pathogenesis of neuronal degeneration. The amino acid change in SEL1L hits an evolutionary conserved functional domain, and is very likely to affect the normal function of the protein. SEL1L functions in quality control of newly synthesized proteins, in a cell organelle referred to as the endoplasmic reticulum. A failure in the quality control system causes endoplasmic reticulum stress and eventually cell death.

"It is very interesting that although the SEL1L gene is expressed in several different tissues, we only saw pathological changes in the cerebellar cortex of affected dogs. It is known that certain neurons in the cerebellar cortex seem to be very sensitive to endoplasmic reticulum stress, which might offer some explanation to the cerebellum-restricted cell loss", tells M.Sc Kaisa Ky?stil?, the first author of the article. "We were also able to measure increased endoplasmic reticulum stress in the affected puppies' cerebellar cortex, which gives more support to SEL1L as the causative gene in Finnish Hound ataxia", Ky?stil? adds.

Finnish Hound ataxia is a single gene defect, inherited in an autosomal recessive manner. According to the research, 10% of Finnish Hounds carries the recessive ataxia mutation in their genome. A genetic test has been developed for breeding purposes. The test has enabled to identify disease carriers, and when mated with non-carriers, they too can be used in breeding programs. If all carrier dogs were excluded by breeders, the genetic diversity of the breed could be affected. The Finnish Hound ataxia test is offered by a DNA-test laboratory Genoscoper (genoscoper.com), and is the first test for a native Finnish breed developed by the research group.

Chinese crew passes first space docking test

China performed its first-ever space docking involving a piloted spacecraft on Monday, joining the ranks of history's two greatest spacefaring nations, the United States and Russia.

China's Shenzhou 9 space capsule ? which launched Saturday carrying three astronauts, including the country's first female spaceflier ? linked up automatically with the unmanned Tiangong 1 space lab just after 2 p.m. Monday Beijing time (2 a.m. ET), according to CCTV.

The only other countries to pull off an orbital docking with a manned spacecraft are the United States and then-Soviet Russia, which first did so in 1966 and 1969, respectively.

Shenzhou 9 was to dock with Tiangong 1 twice. The plan called for the first hookup to be conducted in automated mode, following the pattern set last November during an all-robotic docking between Tiangong and an unmanned Shenzhou 8 craft. At some point, the two spacecraft will separate, and the three taikonauts, as China's astronauts are known, will perform the second docking under manual control.

Forty-six-year-old Jing Haipeng leads the taikonaut crew, which also includes Liu Wang, 42, and 33-year-old Liu Yang, China's first female astronaut. All are members of the Communist Party of China and former pilots with the People's Liberation Army; Jing flew on China's last manned spaceflight, which took place in 2008.

Two of the taikonauts will live aboard Tiangong 1 during the 13-day mission, while one will stay aboard Shenzhou 9 at all times in case of emergency.

Shenzhou 9's flight is considered a key step in China's plan to build a permanently staffed space station in Earth orbit. The nation hopes to have a 60-ton station and up and running by 2020. (For comparison, the International Space Station weighs about 430 tons.)

Shenzhou 9's mission is China's fourth manned spaceflight, following taikonaut launches in 2003, 2005 and 2008. Another manned mission to Tiangong 1 ? which launched to orbit in September 2011 ? could come later this year, Chinese officials have said.

CHICAGO (AP) ? With global anxiety rising, President Barack Obama is searching for bolder, swifter signals from Europe that it will contain its financial mess and keep it from torpedoing the U.S. economy and his re-election chances along with it.

Yet as he prepares for summit talks beginning Monday in Mexico with the other world leaders, Obama is down to the power of persuasion and little else.

A looming, perilous Greek election and Europe's internal politics are controlling the debate.

Given the teetering global economy and the breadth of leaders about to gather in the coastal resort of Los Cabos, the Group of 20 summit meeting carries the weight of expectations it is not likely to meet. Most of its members are not part of Europe and they have no power to drive how the continent manages its crisis, although do they come looking for signs of progress and urgency.

That clearly is the case for Obama, locked in a tight election that may be decided singlehandedly by whether U.S. job growth sinks or climbs over the next five months.

While economic challenge will dominate the summit, the agenda runs deeper.

In talks on the sidelines, Obama will confront the bloodshed in Syria and the nuclear threat in Iran. He will meet with Vladimir Putin, who has returned to the presidency of Russia. Their talks will be scrutinized, given tense U.S.-Russian political relations and deep divisions over Syria.

Obama was to head to Mexico on Sunday night after a weekend with his family in their hometown of Chicago. The summit runs Monday and Tuesday.

Europe's entangled financial crisis, from debt woes in Greece to banking trouble in Spain and high unemployment all around, has become the single biggest threat to the U.S. economic recovery. The signs of worry are clear at the White House and in the words of Obama, who can draw a straight line from the fate of Europe's economic strength to his chances of a second term.

Obama is prodding European leaders to give world markets some confidence, and fast.

"Obviously, this matters to us because Europe is our largest economic trading partner," Obama said. "If there's less demand for our products in places like Paris or Madrid, it could mean less business for manufacturers in places like Pittsburgh or Milwaukee. The good news is there is a path out of this challenge. These decisions are fundamentally in the hands of Europe's leaders."

He wants to emerge from Mexico with signs that the European players at the table, led by Germany, are moving on their own agenda. That means pursuing a banking union to match the monetary union linking the eurozone, taking steps to keep borrowing costs down in the weakest nations and injecting life into economies with growth plans involving public money.

Or in short, as Treasury Undersecretary Lael Brainard put it, the focus in Mexico will be "ensuring our European partners are escalating their response" to stabilizing a dicey situation.

"The stakes are high for all of us," she said.

The agenda threatens to be upended by the outcome of Sunday's election in Greece.

In choosing a new government for their debt-drowning nation, Greek voters are deciding whether to stick with the deeply unpopular austerity terms of an international bailout package or reject them. If they do the latter, that could lead Greece to default and get booted out of the eurozone, which could cause panic and destabilize the world's financial system.

Here, too, Obama has tried to hold sway from abroad.

"It is in everybody's interest for Greece to remain in the eurozone while respecting its commitment to reform," he said. "We recognize the sacrifices that the Greek people have made. ... But the Greek people also need to recognize that their hardships will likely be worse if they choose to exit from the eurozone."

Of the G-20 collection of emerging and economic giants, only Germany, Italy and France are in the 17-nation eurozone at the center of the crisis. European leaders point to a different summit of their own, to be held in Brussels at the end of June, as the more appropriate time to watch for action on a crisis response plan.

Given that dynamic, Obama officials have worked to keep expectations in check.

"Los Cabos will not be the final word on the eurozone," said Mike Froman, deputy national security adviser for international economic affairs.

Even beyond Europe, from Asia to the Americas, the economy is softening and fears are soaring.

The G-20 is meant to serve as the premier voice of economic coordination, representing not just traditional powers but emerging economies. Its members are Argentina, Australia, Brazil, Britain, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Mexico, South Korea, Russia, Saudi Arabia, South Africa, Turkey, the U.S. and the European Union.

Obama's advisers do see the G-20 as a chance for the European nations to add some definition to their plans and show how they will put aside sovereign concerns to avoid calamity.

That pressure can help, said Matthew Goodman, who formerly oversaw the G-20 planning for Obama as director of international economics on the National Security Council staff.

"If you have to go into a meeting with peers and explain yourself, it gives the Europeans some ammunition when they have to try to sell these changes domestically," said Goodman, a specialist in political economy at the Center for Strategic and International Studies. "They can say, 'This is what the world expects.'"
